A consulting Geotechnical and Construction Materials Testing Company with proven experience in Geotechnical Engineering Services, Construction Consulting Services, and Special Inspection & Testing Services. These include but are not limited to  Subsurface Exploration, Roadway & Transportation Studies, Reinforcing & Structural Steel Inspections, Concrete, Masonry, Drilling, Specialty Testing Installation, and Quality Control & Quality Assurance.

COMPANY HISTORY

Our staff has over 145 years of extensive knowledge and understanding of subsurface soils conditions in Hampton Roads, Virginia, as well as state rules and regulations.

ETS has extensive knowledge and understanding of local soils conditions. Because of our proprietary database of soils conditions in Hampton Roads, we’ve been building for over 21 years and our team is uniquely poise to be an invaluable asset to any project.

Colleen Nabhan

G.C. and President

Colleen Nabhan is a licensed General Contractor with over 33 years of demonstrated experience in Team Leadership, General Management, Organizational Development, Human Resources, Marketing, and Finance including; 21 years of construction, engineering staff management, and oversite of material testing services.  Colleen’s experience includes; in field and in laboratory testing, laboratory management and certification, general contracting and construction, staff management, contract negotiations, corporate fiscal oversight, organizational development, policy creation and implementation, Human Resources, recruitment and training, and industry marketing.

Class A General Contractor, RSO- Radiation Safety Officer, Certified Nuclear Gauge Officer, Certified DDI Administrator, Achieve Global PSS Certified trainer and coach. 

Charlie T. Nabhan

P.E., Principal Engineer

Charlie T. Nabhan, P.E., Principal Engineer has over 34 years of experience in providing geotechnical and construction material testing services. His experience includes both the technical and managerial aspects of projects. His experience includes both the technical and managerial aspects of geotechnical engineering from building facilities to pavement and utility structures.

Technical aspects include geotechnical and material testing engineering for government, transportation, and commercial projects. His experience entails design and analysis of shallow and deep foundation systems for various size buildings, bridges, roadways and earth retaining structures.

In addition, Mr. Nabhan’s design background includes slope stability analysis; evaluation of liquefaction potential; slide repair and earthwork design using geotextile fabric and geogrid material; and pavement design recommendations using AASHTO methods. His quality control experience includes field and laboratory testing of soil and concrete; subgrade and foundation soil inspection; and monitoring of test pile installation and load and PDA testing.

He is proficient in the use of gINTV8, LPile, Blastware, Geosystem, PDA, GRLWeap, and Stabl.

Jennifer Hibbs & Sasha Matar

Jennifer Hibbs – Office Operations & Client Relations Director

With over 17 years of dedicated service at ETS, Jennifer Hibbs is a seasoned professional in office operations and client relations management. Her extensive experience and expertise have been instrumental in running the day-to-day operations of the company and ensuring smooth functioning across all departments.

As the Office Operations and Client Relations Director, Jennifer brings a wealth of knowledge and a deep understanding of ETS’s unique organizational dynamics. Her strategic approach to office and client management has been pivotal in optimizing processes, enhancing productivity, and fostering a positive work environment.


Sasha Matar – Operations & Communications Manager

Sasha has recently joined the team to support in office operations and internal & external communication.

She is a dynamic professional who recently joined ETS Support, bringing expertise in office operations and internal & external communication. With an undergraduate degree in International Business Management and a Master’s in Mass Communication, Sasha is well-equipped to handle the diverse challenges of the role. Combining her strong business acumen with her passion for effective communication, Sasha excels in streamlining processes and enhancing organizational efficiency.

Maroun Waked

EIT, CCM, Assistant Project Manager & Geotechnical Engineer

Maroun Waked is a highly skilled professional with over 4 years of experience in the construction industry. He has a diverse background in vertical and roadway construction, and has successfully delivered engineering inspection services on numerous projects both in the United States and internationally. With a keen eye for detail, Maroun recognizes the utmost importance of providing comprehensive and accurate project documentation. His expertise extends to various aspects of construction, including soils, masonry, and concrete materials. Furthermore, he possesses a strong foundation in soils, aggregate, asphalt, and is well-versed in interpreting roadway plans.

Thanks to his extensive experience and educational background, Waked excels in applying complex mathematical formulas and engineering principles. This enables him to provide insightful recommendations for field adjustments, contributing to the success of construction projects. Recognized for his technical expertise and leadership abilities, Waked consistently provides guidance and supervision to fellow inspectors and testers, ensuring that projects adhere to the highest standards of quality and compliance.

Waked is also proficient in utilizing a range of software programs, including MS Office (WORD, EXCEL) and Revit, enabling him to streamline project management and enhance efficiency.

Samrat Raut

EIT, Geotechnical Engineer

Samrat Raut has over 3 years of experience in the construction industry with a strong background in vertical and roadway construction. His expertise extends to reinforced steel, masonry, and concrete materials, ensuring meticulous attention to detail in every aspect of construction. Additionally, he possesses a solid foundation in soils, aggregate, asphalt, and a working knowledge of roadway plans. Raut is well-versed in VDOT terminology and knowledgeable about state and federal environmental, safety, and EEO guidelines and regulations. He has successfully provided engineering inspection services on multiple projects in Virginia.

Proficient in a variety of software programs including MS Office (WORD, EXCEL), Plaxis 2D, gINT, Apile, Lpile, and Gstabl, Raut utilizes these tools to enhance project management efficiency and accuracy. He demonstrates exceptional competence in reading and interpreting roadway plans and contract specifications, guaranteeing precise implementation of project requirements.

Leveraging his experience and education, Raut is capable of applying complex mathematical formulas and engineering principles. This enables him to provide valuable recommendations for field adjustments, ensuring optimal project outcomes. He consistently exhibits technical supervision and leadership, providing guidance and support to fellow inspectors and testers.

Nathan West

Geotechnical Engineer

Nathan West has over 2 years of experience in the construction industry. With a diverse background in vertical and roadway construction, he has provided engineering inspection services on multiple projects in Virginia. Recognizing the significance of detailed and accurate project documentation, West ensures meticulous attention to every aspect of his work. His expertise spans reinforced steel, masonry, and concrete materials, reflecting his in-depth knowledge in these areas. Additionally, he possesses a strong foundation in soils, aggregate, asphalt, and maintains a working knowledge of roadway plans. Nathan is well-versed in VDOT terminology, as well as state and federal environmental, safety, and EEO guidelines and regulations.
